Once inside, take out the enemies and take the stairs up to the third floor (marked "3" on the walls). Head up to the roof and take control of the slingshot. In the next room, look on top of the cabinets on your left for Intel 4/42. Once you and Reznov enter the building and Sergei begins busting down a door to the arms lockers, head up the first set of stairs. Simply follow Reznov until you are outside and reach Step 4 of the revolt. You'll meet Reznov and will start a revolt where you and the other prisoners attempt to escape the prison.
